ਜਲੰਧਰ ਨਗਰ ਨਿਗਮ ਵੱਲੋਂ ਗੋਪਾਲ ਨਗਰ ਸਥਿਤ ਬੱਤਰਾ ਪੈਲੇਸ ਨੇੜੇ ਬਣ ਰਹੀਆਂ ਨਾਜਾਇਜ਼ ਦੁਕਾਨਾਂ ‘ਤੇ ਡਿੱਚ ਚਲਾ ਕੇ ਉਨ੍ਹਾਂ ਦੇ ਲੈਂਟਰ ਲਈ ਕੀਤੀ ਗਈ ਸ਼ਟਰਿੰਗ ਦਾ ਸਾਰਾ ਢਾਂਚਾ ਤੇ ਸਪੋਰਟਾਂ ਦੀ ਤੋੜ-ਭੰਨ ਕਰ ਦਿੱਤੀ। ਉਕਤ ਕਾਰਵਾਈ ਨਗਰ ਨਿਗਮ ਦੇ ਕਮਿਸ਼ਨਰ ਦਵਿੰਦਰ ਸਿੰਘ ਦੇ ਹੁਕਮਾਂ ਅਤੇ ਸੰਯੁਕਤ ਕਮਿਸ਼ਨਰ ਸ਼ਿਖਾ ਭਗਤ ਦੇ ਦਿਸ਼ਾ ਨਿਰਦੇਸ਼ਾਂ ‘ਤੇ ਏਟੀਪੀ ਸੁਖਦੇਵ ਵਸ਼ਿਸ਼ਟ ਨੇ ਪੁਲਿਸ ਫੋਰਸ ਦੀ ਸਹਾਇਤਾ ਨਾਲ ਕੀਤੀ।
ਇਸ ਦੌਰਾਨ ਬੱਤਰਾ ਪੈਲੇਸ ਦੇ ਮਾਲਕ ਕਾਲਾ ਬੱਤਰਾ ਨੇ ਹੰਗਾਮਾ ਕੀਤਾ ਅਤੇ ਉਸ ਨੇ ਪੁਲਿਸ ਅਧਿਕਾਰੀ ਨਾਲ ਬਹਿਸ ਕੀਤੀ। ਨਗਰ ਨਿਗਮ ਨੇ ਉਕਤ ਨਾਜਾਇਜ਼ ਦੁਕਾਨਾਂ ਦੇ ਮਾਲਕ ਨੂੰ ਦੋ ਵਾਰ ਜਾ ਕੇ ਕੰਮ ਰੋਕਣ ਦੀ ਹਦਾਇਤ ਕੀਤੀ ਸੀ ਪਰ ਉਸ ਨੇ ਇਸ ਦੀ ਕੋਈ ਪਰਵਾਹ ਨਹੀਂ ਕੀਤੀ ਅਤੇ ਦੁਕਾਨਾਂ ਦੀ ਨਾਜਾਇਜ਼ ਉਸਾਰੀ ਦਾ ਕੰਮ ਜਾਰੀ ਰੱਖਿਆ। ਵੀਰਵਾਰ ਨੂੰ ਕੰਮ ਚਾਲੂ ਹੋਣ ਦੀ ਸ਼ਿਕਾਇਤ ਸੰਯੁਕਤ ਕਮਿਸ਼ਨਰ ਸ਼ਿਖਾ ਭਗਤ ਨੂੰ ਜਿਸ ਤਰ੍ਹਾਂ ਹੀ ਮਿਲੀ ਤਾਂ ਉਨ੍ਹਾਂ ਨੇ ਐੱਮਟੀਪੀ ਨੀਰਜ ਭੱਟੀ ਨੂੰ ਨਾਜਾਇਜ਼ ਉਸਾਰੀ ਢਾਹੁਣ ਦੀ ਹਦਾਇਤ ਕੀਤੀ ਤੇ ਇਸ ਦੌਰਾਨ ਕਮਿਸ਼ਨਰ ਤੋਂ ਵੀ ਮਨਜ਼ੂਰੀ ਪ੍ਰਰਾਪਤ ਕਰ ਲਈ। ਇਸ ਤੋਂ ਬਾਅਦ ਲਗਪਗ 5 ਵਜੇ ਬਿਲਡਿੰਗ ਬਰਾਂਚ ਦੀ ਟੀਮ ਪੁਲਿਸ ਫੋਰਸ ਦੇ ਪੁੱਜੀ ਅਤੇ ਉਸ ਨੇ ਉਥੇ ਡਿਚ ਮਸ਼ੀਨ ਚਲਵਾ ਦਿੱਤੀ।
