ਪੰਜਾਬ-ਹਰਿਆਣਾ ਹਾਈਕੋਰਟ ਨੇ ਬਜ਼ਾਰ ‘ਚ ਧੋਖਾਧੜੀ ਦੇ ਮਾਮਲੇ ‘ਚ ਗ੍ਰਿਫ਼ਤਾਰ ਕੀਤੇ ਅਕਾਲੀ ਆਗੂ ਦੀ ਕੁੱਟਮਾਰ ਕਰਨ ਵਾਲੇ ਐਸਐਚਓ ਨੂੰ ਇੱਕ ਲੱਖ ਰੁਪਏ ਦਾ ਜੁਰਮਾਨਾ ਕੀਤਾ ਹੈ ਅਤੇ ਹਾਈਕੋਰਟ ਦੇ ਮੁਲਾਜ਼ਮਾਂ ਦੀ ਭਲਾਈ ਲਈ ਇਹ ਰਕਮ ਜਮ੍ਹਾ ਕਰਵਾਉਣ ਦੇ ਹੁਕਮ ਦਿੱਤੇ ਹਨ। ਪਟੀਸ਼ਨ ਦਾਇਰ ਕਰਦੇ ਹੋਏ ਸੁਰੇਸ਼ ਕੁਮਾਰ ਸਤੀਜਾ ਨੇ ਕਿਹਾ ਕਿ ਉਸ ਨੇ 2017 ਦੀ ਚੋਣ ਅਬੋਹਰ ਵਿਧਾਨ ਸਭਾ ਹਲਕੇ ਤੋਂ ਸ਼੍ਰੋਮਣੀ ਅਕਾਲੀ ਦਲ ਦੀ ਤਰਫੋਂ ਲੜੀ ਸੀ।
ਚੋਣਾਂ ‘ਚ ਸੱਤਾਧਾਰੀ ਕਾਂਗਰਸ ਪਾਰਟੀ ਦੇ ਉਮੀਦਵਾਰ ਦੀ ਹਾਰ ਹੋਈ ਸੀ। ਇਸ ਤੋਂ ਬਾਅਦ ਬਦਨਾਮੀ ਕਾਰਨ ਪਟੀਸ਼ਨਕਰਤਾ ਖਿਲਾਫ ਧੋਖਾਧੜੀ ਅਤੇ ਹੋਰ ਧਾਰਾਵਾਂ ਤਹਿਤ 17 ਜੂਨ 2018 ਨੂੰ ਐੱਫ.ਆਈ.ਆਰ. ਇਸ ਤੋਂ ਬਾਅਦ ਉਸ ਨੂੰ ਗ੍ਰਿਫ਼ਤਾਰ ਕਰ ਕੇ ਅਦਾਲਤ ‘ਚ ਪੇਸ਼ ਕੀਤਾ ਗਿਆ ਅਤੇ ਉਸ ਨੂੰ ਇੱਕ ਦਿਨ ਦੇ ਰਿਮਾਂਡ ’ਤੇ ਭੇਜ ਦਿੱਤਾ ਗਿਆ।
ਪਟੀਸ਼ਨਕਰਤਾ ਦੇ ਵਕੀਲ ਨੇ ਦੱਸਿਆ ਕਿ ਇਸ ਤੋਂ ਬਾਅਦ ਸਤੀਜਾ ‘ਤੇ ਤਸ਼ੱਦਦ ਕੀਤਾ ਗਿਆ। ਜਾਂਚ ਦੌਰਾਨ ਐੱਸਐੱਚਓ ਉਸ ਨੂੰ ਬਾਜ਼ਾਰ ਲੈ ਗਿਆ ਅਤੇ ਹੱਥਕੜੀ ਲਾ ਦਿੱਤੀ। ਸ਼੍ਰੋਮਣੀ ਅਕਾਲੀ ਦਲ ਦੇ ਆਗੂ ਨੇ ਜਨਤਕ ਥਾਂ ‘ਤੇ ਹੱਥਕੜੀਆਂ ਲਗਾਉਣ ਨੂੰ ਅਧਿਕਾਰਾਂ ਦੀ ਉਲੰਘਣਾ ਦੱਸਦਿਆਂ ਜਾਂਚ ਅਧਿਕਾਰੀ ਅਬੋਹਰ ਦੇ ਐੱਸਐੱਚਓ ਬਲਵਿੰਦਰ ਸਿੰਘ ਵਿਰੁੱਧ ਅਦਾਲਤ ਦੀ ਮਾਣਹਾਨੀ ਤਹਿਤ ਕਾਰਵਾਈ ਕਰਨ ਦੀ ਮੰਗ ਕੀਤੀ।
ਐਸਐਚਓ ਵੱਲੋਂ ਦੱਸਿਆ ਗਿਆ ਕਿ ਜਾਂਚ ਦੌਰਾਨ ਜਦੋਂ ਸੁਰੇਸ਼ ਕੁਮਾਰ ਸਤੀਜਾ ਨੂੰ ਬਾਜ਼ਾਰ ਲੈ ਕੇ ਗਿਆ ਤਾਂ ਉਸ ਸਮੇਂ ਵੱਡੀ ਗਿਣਤੀ ‘ਚ ਉਸ ਦੇ ਸਮਰਥਕ ਮੌਜੂਦ ਸਨ। ਸਥਿਤੀ ਦਾ ਜਾਇਜ਼ਾ ਲੈਣ ਅਤੇ ਉਸ ਦੇ ਭੱਜਣ ਦੀ ਸੰਭਾਵਨਾ ਨੂੰ ਦੇਖਦਿਆਂ ਅਕਾਲੀ ਆਗੂ ਨੂੰ ਹੱਥਕੜੀ ਲਗਾ ਦਿੱਤੀ ਗਈ। ਉਨ੍ਹਾਂ ਦੀ ਦਲੀਲ ਸੀ ਕਿ ਵਿਭਾਗ ਵੱਲੋਂ ਗਠਿਤ ਐਸਆਈਟੀ ਨੇ ਉਨ੍ਹਾਂ ਨੂੰ ਕਲੀਨ ਚਿੱਟ ਦੇ ਦਿੱਤੀ ਹੈ।
ਹਾਈਕੋਰਟ ਨੇ ਸਾਰੀਆਂ ਧਿਰਾਂ ਨੂੰ ਸੁਣਨ ਤੋਂ ਬਾਅਦ ਕਿਹਾ ਕਿ ਐੱਸ.ਐੱਚ.ਓ ਨੇ ਹਾਲਾਤ ਮੁਤਾਬਕ ਫੈਸਲਾ ਲਿਆ ਪਰ ਇਸ ਤਰ੍ਹਾਂ ਹੱਥਕੜੀ ਲਾਉਣਾ ਗਲਤ ਹੈ। ਅਦਾਲਤ ਨੇ ਐੱਸਐੱਚਓ ‘ਤੇ ਇਕ ਲੱਖ ਰੁਪਏ ਜੁਰਮਾਨੇ ਦਾ ਹੁਕਮ ਦਿੱਤਾ ਹੈ, ਹਾਲਾਂਕਿ ਸਪੱਸ਼ਟ ਕੀਤਾ ਕਿ ਇਸ ਹੁਕਮ ਨਾਲ ਉਸ ਦੇ ਸਰਵਿਸ ਰਿਕਾਰਡ ਨਹੀਂ ਵਿਗੜੇਗਾ।
