ਸਵਪਨ ਸ਼ਰਮਾ ਹਿਮਾਚਲ ਦੇ ਕਾਂਗੜਾ ਜ਼ਿਲ੍ਹੇ ਦਾ ਰਹਿਣ ਵਾਲਾ ਹੈ। ਕਿਹਾ ਜਾਂਦਾ ਹੈ ਕਿ ਸਵਪਨ ਸ਼ਰਮਾ ਨੂੰ ਮਾਂ ਜਵਾਲਾਜੀ ਦਾ ਬਹੁਤ ਆਸ਼ੀਰਵਾਦ ਹੈ। ਭਾਰਤੀ ਪੁਲਿਸ ਸੇਵਾ (ਆਈਪੀਐਸ) ਅਧਿਕਾਰੀ ਸਵਪਨ ਸ਼ਰਮਾ ਦਾ ਜਨਮ 10 ਅਕਤੂਬਰ 1980 ਨੂੰ ਕਾਂਗੜਾ ਜ਼ਿਲ੍ਹੇ ਦੇ ਪਿੰਡ ਧੋਗ ਵਿੱਚ ਹੋਇਆ ਸੀ। ਉਨ੍ਹਾਂ ਦੇ ਪਿਤਾ ਮਹੇਸ਼ ਚੰਦਰ ਸ਼ਰਮਾ ਫੌਜ ਵਿੱਚ ਕਰਨਲ ਸਨ। ਮਾਂ ਵੀਨਾ ਸ਼ਰਮਾ ਘਰੇਲੂ ਔਰਤ ਹੈ।
ਸਵਪਨ ਸ਼ਰਮਾ ਨੇ ਗਿਆਨੀ ਜ਼ੈਲ ਸਿੰਘ ਕਾਲਜ ਆਫ਼ ਇੰਜੀਨੀਅਰਿੰਗ, ਬਠਿੰਡਾ ਤੋਂ ਆਪਣੀ ਗ੍ਰੈਜੂਏਸ਼ਨ ਪੂਰੀ ਕੀਤੀ। ਇਸ ਤੋਂ ਬਾਅਦ, ਸਵਪਨ ਸ਼ਰਮਾ ਨੇ 2008 ਵਿੱਚ ਹਿਮਾਚਲ ਪ੍ਰਦੇਸ਼ ਪ੍ਰਸ਼ਾਸਨਿਕ ਸੇਵਾ ਦੀ ਪ੍ਰੀਖਿਆ ਪਾਸ ਕੀਤੀ। ਉਸਦੀ ਪਹਿਲੀ ਨਿਯੁਕਤੀ ਚੌਪਾਲ, ਸ਼ਿਮਲਾ ਵਿੱਚ ਬਲਾਕ ਵਿਕਾਸ ਅਧਿਕਾਰੀ ਵਜੋਂ ਹੋਈ ਸੀ।
ਲਗਭਗ 9 ਮਹੀਨੇ ਹਿਮਾਚਲ ਵਿੱਚ ਸਰਕਾਰੀ ਨੌਕਰੀ ਵਿੱਚ ਕੰਮ ਕਰਨ ਤੋਂ ਬਾਅਦ, ਸਵਪਨ ਸ਼ਰਮਾ ਨੇ 2009 ਵਿੱਚ ਯੂਪੀਐਸਸੀ ਦੀ ਪ੍ਰੀਖਿਆ ਪਾਸ ਕੀਤੀ। ਭਾਰਤੀ ਪੁਲਿਸ ਸੇਵਾ (ਆਈਪੀਐਸ) ਦੀ ਸਿਖਲਾਈ ਪੂਰੀ ਕਰਨ ਤੋਂ ਬਾਅਦ, ਸਵਪਨ ਸ਼ਰਮਾ ਨੇ ਪੰਜਾਬ ਕਾਡਰ ਨੂੰ ਚੁਣਿਆ। ਟ੍ਰੇਨਿੰਗ ਤੋਂ ਬਾਅਦ ਉਹ ਰਾਜਪੁਰਾ, ਲੁਧਿਆਣਾ ਅਤੇ ਹੋਰ ਕਈ ਸ਼ਹਿਰਾਂ ਵਿੱਚ ਤਾਇਨਾਤ ਰਹੇ। ਇੰਨਾ ਹੀ ਨਹੀਂ ਸਵਪਨ ਸ਼ਰਮਾ ਵੀ ਕਰੀਬ 10 ਮਹੀਨਿਆਂ ਤੋਂ ਪੰਜਾਬ ਦੇ ਮੁੱਖ ਮੰਤਰੀ ਦੀ ਸੁਰੱਖਿਆ ਹੇਠ ਤਾਇਨਾਤ ਸੀ।
ਸਵਪਨ ਸ਼ਰਮਾ ਨੇ ਪੰਜਾਬ ਦੇ ਵੱਖ-ਵੱਖ ਜ਼ਿਲ੍ਹਿਆਂ ਵਿੱਚ ਵੱਖ-ਵੱਖ ਅਹੁਦਿਆਂ ‘ਤੇ ਰਹਿੰਦਿਆਂ ਧੋਖਾਧੜੀ ਦੇ ਮਾਮਲਿਆਂ ਦੀ ਜਾਂਚ ਕੀਤੀ। ਕਈ ਗੁੰਝਲਦਾਰ ਕੇਸ ਹੱਲ ਕੀਤੇ। ਉਹ ਫਾਜ਼ਿਲਕਾ ਅਤੇ ਬਠਿੰਡਾ ਜ਼ਿਲ੍ਹਿਆਂ ਵਿੱਚ ਤਾਇਨਾਤ ਸਨ। ਉਹ ਦੋ ਵਾਰ ਏਆਈਜੀ ਕਾਊਂਟਰ ਇੰਟੈਲੀਜੈਂਸ ਵਜੋਂ ਤਾਇਨਾਤ ਰਿਹਾ ਜਿਸ ਵਿਚ ਉਸ ਨੇ ਦੇਸ਼-ਵਿਦੇਸ਼ ਵਿਚ ਅੱਤਵਾਦੀਆਂ ਦੀਆਂ ਗਤੀਵਿਧੀਆਂ ਦਾ ਪਤਾ ਲਗਾਇਆ। ਉਸ ਨੇ ਕਈ ਗੈਂਗਸਟਰ ਫੜੇ ਅਤੇ ਕਈ ਮੁਕਾਬਲਿਆਂ ਵਿੱਚ ਅਹਿਮ ਭੂਮਿਕਾ ਨਿਭਾਈ।
ਪੰਜਾਬ ਦੇ ਫਾਜ਼ਿਲਕਾ, ਬਠਿੰਡਾ, ਰੋਪੜ, ਸੰਗਰੂਰ, ਜਲੰਧਰ ਅਤੇ ਅੰਮ੍ਰਿਤਸਰ ਦਿਹਾਤੀ ਦੇ ਐੱਸਐੱਸਪੀ ਹੁੰਦਿਆਂ ਸਵਪਨ ਸ਼ਰਮਾ ਨੇ ਸ਼ਰਾਬ ਤਸਕਰਾਂ ਅਤੇ ਗੈਂਗਸਟਰਾਂ ਵਿਰੁੱਧ ਮੁਹਿੰਮ ਚਲਾਈ। ਇਸ ਤੋਂ ਬਾਅਦ ਗੈਂਗਸਟਰ ਉਸ ਤੋਂ ਡਰਨ ਲੱਗੇ। ਗੈਂਗਸਟਰਾਂ ਵਿਰੁੱਧ ਕੀਤੀ ਗਈ ਕਾਰਵਾਈ ਪੰਜਾਬ ਅਤੇ ਵਿਦੇਸ਼ਾਂ ਵਿੱਚ ਚਰਚਾ ਦਾ ਵਿਸ਼ਾ ਬਣੀ ਹੋਈ ਹੈ।
ਪੰਜਾਬ ਪੁਲਿਸ ਦੇ ਡੀਜੀਪੀ ਨੇ ਉਨ੍ਹਾਂ ਦੀ ਸ਼ਾਨਦਾਰ ਸੇਵਾਵਾਂ ਲਈ 4 ਵਾਰ ਡਿਸਕ ਐਵਾਰਡ ਨਾਲ ਸਨਮਾਨਿਤ ਕੀਤਾ। 24 ਜਨਵਰੀ 2023 ਨੂੰ ਉਨ੍ਹਾਂ ਨੂੰ ਪੰਜਾਬ ਸਰਕਾਰ ਵਿੱਚ ਡੀਆਈਜੀ ਦੇ ਅਹੁਦੇ ‘ਤੇ ਤਰੱਕੀ ਦਿੱਤੀ ਗਈ ਸੀ, ਹੁਣ ਸਰਕਾਰ ਨੇ ਉਨ੍ਹਾਂ ਨੂੰ ਜਲੰਧਰ ਦਾ ਪੁਲਿਸ ਕਮਿਸ਼ਨਰ ਨਿਯੁਕਤ ਕੀਤਾ ਹੈ।
