चुनाव में सांकेतिक मुकाबला भारतीय जनता पार्टी (बीजेपी) और क्षेत्रीय दलों के बीच माना जा रहा है.
बिहार की चर्चित मोकामा सीट के अलावा गोपालगंज सीट पर उपचुनाव होना है. नीतीश कुमार के नेतृत्व में महागठबंधन की सरकार बनने के बाद यह पहली चुनावी परीक्षा है. नीतीश की जनता दल यूनाइटेड (जेडीयू) द्वारा बीजेपी का साथ छोड़ने के तीन महीने से भी कम समय के बाद राज्य में पहला उपचुनाव हो रहा है.
वहीं, भगवा पार्टी उत्तर प्रदेश में लखीमपुर-खीरी जिले की गोला गोकर्णनाथ सीट को कायम करने की कोशिश कर रही है, जबकि सत्तारूढ़ बीजू जनता दल (बीजद)शासित ओडिशा में मौजूदा विधायक के निधन से खाली हुई धामनगर सीट पर सहानुभूति का लाभ उठाने के लिए दिवंगत विधायक के बेटे को उम्मीदवार बनाया गया है. हरियाणा के आदमपुर विधानसभा क्षेत्र 5 दशक से भजनलाल परिवार का गढ़ रहा है. वह इसे कायम रखने की कोशिश कर रहा है.
उधर, तेलंगाना की मुनूगोडा सीट पर बीजेपी और राज्य में सत्तारूढ़ तेलंगाना राष्ट्र समिति (टीआरएस) ने आक्रामक तरीके से प्रचार किया है. यह सीट कांग्रेस विधायक द्वारा त्यागपत्र देने से खाली हुई थी और अब वह बीजेपी के टिकट पर दोबारा चुनावी मैदान में हैं. अधिकारियों ने बताया कि निर्वाचन आयोग ने बृहद पैमाने पर मतदान की तैयारी की है, जिसके तहत राज्य पुलिस के 3,366 जवानों की तैनाती के अलावा मुनूगोडे में केंद्रीय अर्धसैनिक बलों की 15 कंपनियों को उतारा गया है. सभी मतदान केंद्रों पर वेबकास्ट की व्यवस्था की गई है.
UP में बीजेपी और सपा के बीच टक्कर
उत्तर प्रदेश के लखीमपुर-खीरी जिले की गोला गोकर्णनाथ विधानसभा सीट पर उपचुनाव होना है. गोला गोकर्णनाथ सीट छह सितंबर को बीजेपी विधायक अरविंद गिरि के दिल का दौरा पड़ने से हुए निधन के कारण रिक्त हुई है. बीएसपी और कांग्रेस ने इस उपचुनाव में अपने प्रत्याशी नहीं खड़े किए हैं. लिहाजा, अब यहां बीजेपी उम्मीदवार और दिवंगत विधायक अरविंद गिरि के बेटे अमन गिरि और इसी सीट से पूर्व में विधायक रह चुके सपा प्रत्याशी विनय तिवारी के बीच सीधा मुकाबला होता दिख रहा है.
बिहार की दो सीटों पर उपचुनाव, BJP-RJD में जंग
बिहार विधानसभा की दो सीटों-मोकामा और गोपालगंज पर उपचुनाव के लिए मतदान होना है. दोनों सीटों पर सत्ताधारी महागठबंधन में शामिल राष्ट्रीय जनता दल (राजद) ,और विपक्षी दल भारतीय जनता पार्टी (बीजेपी) के बीच कड़ा मुकाबला होने की संभावना है. मोकामा सीट पर पहले राजद का और गोपालगंज पर बीजेपी का कब्जा था. बीजेपी पहली बार मोकामा सीट से चुनाव लड़ रही है, पूर्व के चुनाव में वह इस सीट को अपने सहयोगियों के लिए छोड़ती थी. बीजेपी और राजद दोनों ने ही इस सीट पर बाहुबलियों की पत्नी को उम्मीदवार बनाया है.
मोकामा में बीजेपी ने सोनम देवी को मैदान में उतारा है, जो एक स्थानीय बाहुबली ललन सिंह की पत्नी हैं और अनंत सिंह का विरोध करती रही हैं. राजद ने इस सीट से अनंत सिंह की पत्नी नीलम देवी को उम्मीदवार बनाया है. मोकामा में उपचुनाव राजद विधायक अनंत कुमार सिंह को अयोग्य ठहराए जाने के कारण कराया जा रहा है.
बाहुबली से राजनेता बने अनंत सिंह ने मोकामा सीट पर मुख्यमंत्री नीतीश कुमार की पार्टी जनता दल यूनाइटेड (जदयू) के टिकट पर तीन बार, एक बार निर्दलीय और 2020 में राजद उम्मीदवार के रूप में जीत हासिल की थी. स्थानीय बाहुबली और अनंत सिंह के विरोधी ललन सिंह की पत्नी सोनम सिंह पहली बार चुनावी मैदान में हैं. ललन सिंह को गैंगस्टर से नेता बने सूरज भान सिंह का करीबी माना जाता है, जिन्होंने साल 2000 के विधानसभा चुनाव में अनंत सिंह के बड़े भाई दिलीप सिंह को हराया था जो तत्कालीन राबड़ी देवी सरकार में मंत्री थे.
वहीं, गोपालगंज सीट पर उपचुनाव बीजेपी के चार बार के विधायक सुभाष सिंह के निधन के कारण कराया जा रहा है. इस सीट से पार्टी ने की सिंह की पत्नी कुसुम देवी को चुनावी मैदान में उतारा है. गोपालगंज राजद अध्यक्ष लालू प्रसाद और उनकी पत्नी राबड़ी देवी का पैतृक जिला है. राजद ने वैश्य समुदाय से ताल्लुक रखने वाले मोहन प्रकाश गुप्ता को बीजेपी के जातिगत समीकरणों को बिगाड़ने के लिए टिकट दिया है. वहीं, बहुजन समाज पार्टी (बीएसपी) ने लालू प्रसाद यादव के साले साधु यादव की पत्नी इंदिरा यादव को उम्मीदवार बनाया है.
मुंबई में उपचुनाव महज औपचारिकता भर
महाराष्ट्र में मुंबई के अंधेरी (पूर्वी) विधानसभा क्षेत्र के लिए होने वाले उपचुनाव में बीजेपी उम्मीदवार के पिछले महीने मैदान से हटने के बाद महज औपचारिकता भर है. उद्धव ठाकरे के नेतृत्व वाले शिवसेना धड़े की उम्मीदवार रुतुजा लटके के अब आराम से जीत दर्ज करने की उम्मीद है. उनके खिलाफ छह उम्मीदवार हैं, जिनमें से चार निर्दलीय हैं. राष्ट्रवादी कांग्रेस पार्टी (राकांपा) और कांग्रेस ने लटके की उम्मीदवारी का समर्थन किया है. इस साल मई में रुतुजा लटके के पति व शिवसेना विधायक रमेश लटके के निधन के कारण अंधेरी (पूर्वी) सीट पर उपचुनाव जरूरी हो गया था. एकनाथ शिंदे और 39 अन्य विधायकों की बगावत से शिवसेना के दो खेमों में बंटने और उद्धव ठाकरे के नेतृत्व वाली महा विकास आघाडी (एमवीए) सरकार के पतन के बाद यह पहला चुनाव है.
छह राज्यों की जिन सात सीटों पर उपचुनाव हो रहे हैं, उनमें से इस समय बीजेपी और कांग्रेस के पास दो-दो सीटें थीं. वहीं, बीजद, शिवसेना और राजद के पास एक-एक सीट थी. इन सीटों के नतीजों से विधानसभा की स्थिति में कोई बदलाव नहीं होगा. हालांकि, राजनीतिक दलों ने इसे हल्के में नहीं लिया है और आक्रामक तरीके से चुनाव प्रचार किया है. मतों की गिनती छह नवंबर को होगी.
आदमपुर सीट पर BJP को बिश्नोई के बेटे पर भरोसा
हरियाणा के आदमपुर सीट पर उप चुनाव भजनलाल के छोटे बेटे कुलदीप बिश्नोई के इस्तीफे की वजह से अनिवार्य हो गया था. कुलदीप ने इस साल अगस्त में कांग्रेस से इस्तीफा दे दिया था और बीजेपी में शामिल हो गए थे. बिश्नोई के बेटे भव्य इस सीट से बीजेपी के उम्मीदवार के तौर पर मैदान में हैं. आदमपुर सीट 1968 से भजनलाल परिवार के पास रही है और दिवंगत मुख्यमंत्री ने नौ बार, उनकी पत्नी जस्मा देवी ने एक बार और कुलदीप ने चार बार इसका प्रतिनिधित्व किया है. इस उप चुनाव में कांग्रेस, इंडियन नेशनल लोकदल (इनेलो) और आम आदमी पार्टी (आप) ने भी अपने उम्मीदवार उतारे हैं.
हरियाणा में मुख्यमंत्री मनोहर लाल खट्टर ने भी आदमपुर सीट पर सक्रिय रूप से चुनाव प्रचार किया है. जहां से पूर्व मुख्यमंत्री भजनलाल के पोते सहित 22 उम्मीदवारों की किस्मत दांव पर है. भजन लाल और देवी लाल परिवारों की राजनीति प्रतिद्वंद्विता को परे रखकर हरियाणा के डिप्टी सीएम दुष्यंत चौटाला ने भी भव्य के लिए प्रचार किया है. जननायक जनता पार्टी (जजपा) नेता देवी लाल के परपोते हैं.
कांग्रेस ने पूर्व केंद्रीय मंत्री जय प्रकाश को उम्मीदवार बनाया है, जो तीन बार हिसार से सांसद और दो बार विधायक चुने जा चुके हैं. इनेलो ने कांग्रेस के बागी विधायक कुर्दा राम नंबरदार को अपना उम्मीदवार बनाया है. आप ने भाजपा छोड़ आए सतेंद्र सिंह को मैदान में उतारा है. बीजद ने अंबाती दास को उम्मीदवार बनाया है, जो धामनगर के पांच उम्मीदवारों में एकमात्र महिला हैं. इस सीट पर भाजपा विधायक चरण सेठी के निधन के बाद उपचुनाव अनिवार्य हो गया था. भाजपा ने इस सीट से सेठी के बेटे सूर्यवंशी सूरज को मैदान में उतारा है.
तेलंगाना की मुनूगोडे सीट पर कड़ी नजर, 47 उम्मीदवार मैदान में
निर्वाचन आयोग ने तेलंगाना के मुख्य चुनाव अधिकारी को विभिन्न प्रवर्तन एजेंसियों के जरिए मुनूगोडे सीट पर होने वाले मतदान पर करीब से नजर रखने का निर्देश दिया है. टीआरएस ने हाल में पार्टी का नाम बदलकर भारत राष्ट्र समिति (बीआरएस) किया है, जिसका उद्देश्य स्वयं को राष्ट्रीय राजनीति में स्थापित करना है. इस चुनाव में हार मिलने की स्थिति में उसकी राष्ट्रीय राजनीति में भूमिका निभाने की योजना को झटका लगेगा. वहीं, बीजेपी स्वयं को राज्य में टीआरएस के विकल्प के तौर पर पेश करने की योजना पर काम कर रही है और मुनूगोडे सीट पर जीत मिलने पर उसे बल मिलेगा. इस उपचुनाव में 47 उम्मीदवार मैदान में है
